Why 24fps is not enough for HDR movies

I'm in the market for a new TV, my current tv is 32 inch Philips 32PFK4100 which I got second hand for 50 euros 2 years ago. It's not a smart tv but I use it with a chrome cast

Through my work, I have access to an employee only Philips store with a big discount on the 58 inch Philips 58PUS8545 for 599 euros. Other online shops are selling it for 770-1000 euros. Should I go for it or are there other brands I should look at? Is Android TV good or should I stick to chromecast?
